This doesn't sound like further PPs to me. Sounds like they will announce issuance of debt. Their goal all along has been to raise enough cash to meet the requirements of a base shelf: 12 months of operating expenses in cash reserve. PPs  are not getting them there. Read Christina's comment re base shelf.  Personally I would rather they issue debt than issue more shares to pay operating expenses.

Keep in mind as well that it can be used as a position of strength when negotiating future deals; the ability to go it alone doesn't come from PPs  but it can come from a base shelf. Hopefully deals will come before they ever need to act on the base.
