The question remains whether all battery grade graphite is in fact traceable?
Certainly the technology does exist to verify the origin of the natural battery grade graphite.
However, synthetic battery grade graphite is likely what the Joe Biden political administration is referring to when suggesting "due to the complexity of the materials' value chains" an exemption would be made available for China based "foreign entities of concern" (FEOC) producing battery grade synthetic graphite .
Janet Yellen's China trip is going to be specifically employed to offer China a Biden administration negotiated carrot for China's synthetic battery grade graphite industry. The measure will also buy the U.S and North American battery-electric powered automotive manufacturing industry some time until 2027.
China will just keep flooding the market with synthetic graphite or natural graphite, whichever one is deemed "not traceable" and is protected under said exemption.
