Phase-iii-enabling-clinical-trial Good or Bad

PHASE III ENABLING CLINICAL TRIAL means a Phase I or Phase II Clinical Trial which has generated sufficient data to commence Combined Phase III Clinical Trials.

Not necessarily a bad thing? Could be related to an adaptive P3 of some sort?

Too many people jumping to conclusions here I think.
