Whats the status of their "fish pond" and water treatment plant?

Ive studied our entire length of our mountain range and cannot imagine where they could possibly put the MTT (the section they're not permitted for). Why couldn't they simply enclose the road that the two of us have built? ...and yes enclosed roads do exists for any critical nay sayer.
