Why would they go all over the world? 

Yes, technically boats could travel to U.S and S. America, just to turn around and come right back?
I am sure there will be some stiff tax regulations on that. 

Too much invested in the southern ontario plants so committing to another 200-300M+ for refinery/plant seems like a must. Or govt will look foolish for not planning ahead and using canadian/ontario resources. Political disaster considering the hype...

That said -  I wouldn't be surprised...
