It's not a penny stock or something weird. The low volumes are due to ~49% being of TOI being owned by CSU which has no intent to trade or sell. CSU and the next two largest shareholders own almost 60% of the shares and only about 30% of the shares are held by individual investors. Many individuals are also company people who own and work there with no intent to sell either. It makes for an atypical environment where the volumes are so low because no one wants to sell and they don't issue more stock. Buy it on a dip, put in a stop loss and keep ratcheting it up at your own comfort level.
