Sounds a lot like Rio Tinto round 2; where public uproar resulted in the government withdrawing licenses previously issued to RT.

Maybe when Tim said locals, he meant local politicians who he can personally enrich? Sure doesn't sound like the community is keen on holes being dug and their mineral wealth being exploited.
