Clearly you don't udnerstand how politics work. A bill never makes it to law without changes as proposed. There are industry norms to follow when making the bill is what I am saying and that the bill will not look like as proposed after 1st 2nd or 3rd readings because yes, you will have input from EVERYONE all stakeholders.
The fact that they are making this process is good and necassary and you are blowing up over initial proposals like the world is ending. You would expect that if they want 20% of a value added product that they are going to put up some pretty big grants for a liquification plant. You are makinga big deal out of nothing because the statev wants $$$ and without Pulsar produciton there is no dollars flowing.
