I don't know if employee turn over rates are a problem but you would think that their operation, by now, is a well oiled and largely automated operation.  Plant, harvest, package, repeat.  Not rocket science to maintain or grow a working design.  

Maybe the company outgrew the previous ops team's capabilities in terms of team leadersip. If new leadership was needed in that area then so be it. Sometimes you need to replace the whole leadership team.  Clear the deck for new thinking and leadership style.
