"We write in response to your letter dated September 1, 2023, and subsequent related communica-
tions, in which PBJL Energy Corporation has requested the endorsement by the Financial Over-
sight and Management Board for Puerto Rico (the “Oversight Board”) of certain proposed Power
Purchase and Operating Agreement (“PPOA”)........

The FOMB is responding to the GRB letter dated September 1 2023 and "sebsequent related communications" which include all information received after the initial letter.
Keep that in mind.

"The Oversight Board does not endorse contracts proposed to be entered into by government enti-
ties." 
That's pretty clear.

"...the Oversight Board will not consider PPOAs negotiated directly and outside formal procurements that are open to any and all potential participants."
That's pretty clear.

"We invite Montalva to participate in any future renewable energy procurements, aiming to
attain cost-effective, environmentally friendly, and sustainable energy resources for the people of
Puerto Rico.
Please direct any future communications related to this matter to the relevant government entities."

Not to the FOMB.
