He's just raising some funds incase the right opportunity arises. Listen just because this sounds like you have heard this before, please adjust your capabilities of recall. Cause now, we are one step closer to being that 4 BILLION dollar company that the fearless one stated. 

Listen 4 that's right 4B not an M but Billion is almost right around the corner. 1 Billion in Canada because of his domination. 1 Billion in Europe because of the companies domination, forget about opening up and competition, they are gonna rule medical and recreational.  1 Billion in the USA and  now the final Billion in craft brewing when they become the 5th largest brewer of spirits in the USA. First deal to be an exclusive liquor and beer dealer will be in the Oakland Raiders Colliseum and the Oakland Atheletics ballpark. You can't get much better than tying up Oakland sports. 

Listen, about overpaying for entry into the USA marketplace. Hey it happens but to be the leader, you have to beat the leader, at buying up the competition.  Just because there will be established companies who will have a footprint doesn't scare off Simon. He can garner a 2% share of the marketplace and buy another company and combine their marketshare into a 1.75% share, then buy another and turn that into 1.50%. Then put out a release how they are building to 30% leadership, #1, like they have in Canada.

Tilray is lucky enough to have one of the highest compensated executives in Canada, he is building marketshare, revenue, growth and profitability. Listen just because the share price doesn't reflect that is because some people like POW will tell you the price goes up and then down. But that's not financial advice, just like I say, not financial advice. Don't buy or sell anything based on what I say. Oh and I am not paid by any companies for this.
