There is no reason/incentive to supress WGX's share price.  On the contrary the higher the price of WGX's share price when the merger is finalized, the more valuable those shares will be for KRR shareholders when their shares are exchanged for WGX shares.  That makes the offer more attractive and increases the liklihood that it will be accepted.

Incidentally, the Australian dollar has strengthened a bit against the Canadian dollar since the merger announcement, making the WGX shares a bit more valuable and the cash component of A$0.69 has increased to about C$0.63/share.
