It is typically the slowing of economic conditions, generally along with a weakening labor market (albeit a lagging idicator as well) that instigates the central banks to loosen monetary conditions through lowering rates (which by the way IS in fact accomodative but I won't go there) . While they generally are a bit late to the party as they tend to be data dependant (backwards looking) moreso than forward looking they nonetheless generally act just in time to see the recession unfolding, timing as it is. Thus their foresight for lack of a better word preceeds the actual recession.
