Parties Can't Come to TermsIf the District feels they can meet growth plans of 1% per year and meet the 20 year water supply requirements but the City says no we want 2.3% growth.
The Water District is responsible to "all" its customers and not just to the City saying this is what we want, make it happen.
I still go back to this statement from the City Manager - "In the words of City Manager Greg Garrett himself, on April 6, 2021, during a meeting about water use in Tehachapi, he told me that Tehachapi must "Grow or Die". In that meeting we discussed that some solutions presented did not keep the basin in balance and could end up with a water shortage in the future. His reply, "It doesn't matter what happens in 30 years, we won't be here."

Yikes, too say the least.
