Those are questions you can ponder and come to conclusions in your own.
The first thing you need to address is if both are exclusive of each other or if both can be true. So can we see one but not the other or are both possible ?
The next thing you ask yourself is Why? Why would either happen or both ?
The two main motivators in life are Power and Money. So is there power or money associated with each option (or both)?
The question ties to politics therefore Power is to be won or lost. Politicians are typically connected with very rich people or use the markets to gain money by trading ahead of a political decision being made public.
My thought are this:
Both will occur. As as the legalization of cannabis will win votes therefore gain of power. Migrants will be legalized as they can then vote therefore (again) more power. Those connected with the politicians will trade (invest) prior to the news coming out as that is money. Which company they enter will be up to themselves.
It's just an opinion but once you figure out how the rich keep getting richer and the poor keep getting poorer you will always be trading out on a loss. The market is how money goes from the impatient to the patient.
