An example (with no evidence other than anecdotal opinion on my part) would be this morning when the SP was at 62 cents with very low volume (looking like a lull) so a strategic shorter could drop the price to 60 cents with very low volume, if someone were impatient and was hoping for a news release today they might put their shares up for sale at 60 or 62 cents thinking there is a downturn coming, the accumulator can then snap up those shares and close out the short and pocket the excess. In this manner the total short position stays relatively small but the effect of the short can be much more valuable. So looking at the total short volume or total short position doesn’t always tell the whole story, but I think the motivation behind the strategic shorting is accumulation which will benefit all shareholders once the entity or entities have enough shares and decide to let the stock correct course back to higher value. All just my opinion but it also checks out why some people continuously bash the stock and don’t leave, I don’t think they are trying to drop the price per se as a short attack but rather accumulating shares as low as they can.
