Yes, in theory.  In practice so many things  can happen.

Bill could buy shares tomorrow thinking nothing is imminently around the corner and then tomorrow a client that has been sitting on a PDA result for months decides to proceed. Unless they indicated to the sales rep that they were going to make a decision within a certain time frame, may have completely caught them off guard.  And once this happens, if it is material news, it has to be disclosed within something like 48 or 72 hours.  So, you have an insider buying filing and a few days later a contract. Or you have a sales contract announcement before or about the same time that the contract is announced.  May look bad but completely coincidental and above board.  

Having said that, some could transact with such insider knowledge but will unlikely be chased by anyone for it because regulatory enforcement is simply underresourced to investigate all the stuff that happens on daily basis given the number of listings.

Hoping for news this week.  Maybe Tuesday.  We are due.  Before Tuesday, go Oilers!  Let's repeat a rare historical feat!
