I would assume that the JV agreement specifies that a completed feasibility is required to before a decision can be made. Ive posted standard verbiabe in the past of what you would usually see in the decision and requried agreement amongst parties to the JV.
As SEA has demonstrated, as have many others, gettin to a production decision on a large project, let alone one in a remote region, is a very expensive process. A few hundred million at least.
As we are a year away from the PEA which is just a prelim roadmap on how to get through prefeas and feas, I'd say you're lppking at at least 3 years. And at a very minimum, TUD doublin their share count and likley much more.
