If you want to find out what water rights the City has purchased you can merely go to the City's agenda centre, download the City Council meetings and the financial statements are readily available.

Agreed, if you are making a statement such as "The City already bought a 175AF" you should be doing two things.
1. Checking to see that the statement was indeed factual (before posting).
2. Back it up with an actual quote/document/link or where it can at least be found.
