"If there's no substance it wouldn't matter if this was run by a bunch of saints there'd be nothing to invest in."

With a cease trade order firmly entrapping all investors, there is nothing to invest in or divest from. Whether the company is run by saints or the devil incarnate seems irrelevant. Regulators not regulating is doing the damage that the company management could not do alone.
