Do large trading volumes from Chair confirm no blackout?

I'm still somewhat unclear if all these trading activities from the Chair of the board confirms Nano is not in a blackout period preventing insiders from trading.

If we're not in a blackout period, then presumably we should not be expecting any imminent news releases of consequence. Example: goverment funding, partnership announcements, offtake contracts, etc.
