Allowing US buyers 2 extra yrs to buy Chinese graphite / carbon ?
IF... consulting firm(s) advise US + Canada ( Govt's )
Then... would it not be easy to control both sides of the chess game ?
What other entity would / could have influence ?
North American Graphite Alliance (NAGA)
The Biden administration announced a decision on May 3 that deems graphite as untraceable and allows Original Equipment Manufacturers ("OEMs") a two-year "transition" period to source Battery Anode Material (BAM) from China while local North American production is established. BAM is made from a blend of natural and synthetic graphite and has been deemed untraceable due to the difficulty in determining the source of crude oil used to manufacture synthetic graphite. The Administration's decision requires OEMs to commit to offtake agreements with North American graphite producers in the interim so that they can source from the domestic supply chain when the two-year exemption from FEOC (Foreign Entity of Concern) requirements expires at the end of 2026.

There is a need for greater clarity about the Government of Canada’s views with respect to foreign capital in the Canadian mining sector, particularly when it comes to large Canadian-headquartered firms engaged in critical minerals operations.
Foreign capital will continue to play an important role in our industry. However, Canadians cannot ignore that we are in a world of geopolitical competition, with critical minerals at the very core of advanced industrial and defence policies.
Canada welcomes foreign investment and recognizes how important it is, particularly for small Canadian firms to advance exploration and site development efforts. In this light, the Government must balance protecting Canada’s strategic interests while supporting the development of Canada’s resources.
We have already recognized this in regard to the national security considerations set out in our recent update to the Canadian Critical Minerals Policy.
Today, as the Minister responsible for the Investment Canada Act, I am building further on these efforts with a clear signal about how Net Benefit reviews under the legislation will be conducted when it comes to important Canadian mining companies engaged in significant critical minerals operations.
Henceforth, such transactions will only be found of net benefit in the most exceptional of circumstances. This high bar is reflective of the strategic importance of Canada’s critical minerals sector and how important it is that we take decisive action to protect it.

Though many like the trade conditions Canada has with US...
I myself think trade could improve by way of,
- canada refining more of it's oils / petrols / lubricants
- canada becoming less reliant on US more independant on self
- canada by far... has an abundance of resources to it's vantage
- canada creating finished products creates more wealth and robust tax revenues
- versus selling concentrates to another only to buy back finished product from another
- which involves #2
- US Defence Act --------> how about Canada's Defence investing in Canadian CM ?
- at fair market values vs what investors are experiencing now, bottomed out valuations
with JV's that stretch out for yrs using excuse -----> need to prove R & D.
or ... the example LMR JVing with US DoD yet... still performs a PP after ?

What's the catch?
The cash comes with no strings attached — for now. This is free money, in the form of grants, to help companies get through final feasibility studies and permitting.
But in a national-security crisis, the U.S. military could demand these supplies — say in the event of a severe trade war, or worse, a shooting war in the Asia-Pacific.
That's made clear in a clause in Canada's own version of the Defence Production Act, which gives the government the power to buy raw materials on behalf of a NATO ally.
In other words, the U.S. military could leap to the front of the customer line.

extract, clean, separate, purify ( graphite, carbon, silicate, moissanite, sulphur, Al, Ti, P, B )
Conductivity, etc..
without the need of, 5% of Berkwood.
