Central bankers Are always reactive and they like to use coincident and lagging indicators when making their policy rate decisions.
Canada's unemployment rate was 6.4% in October 2008 and they reduced their policy rate from 3% to 2.5% after the Lehman debacle. Today it stands at the same rate but with a policy rate still at 4.75% and potentially another 200 bps to go.
Btw, Canada's unemployment rate topped out at 8.7% by August 2009.
