Reliable sources with their finger on the pulse of the Russian enriched #Uranium ban waivers fiasco in Washington say that the Commerce view that the Act sets hard non-negotiable annual limits on ALL imports of Russian LEU, applicable to the combined amounts for allied nations and US domestic use, is the one aligned with what Congress intended when they drafted and passed the Ban legislation.

Temporary imports of Russian LEU being fabricated into reactor fuel for allied nations represent something on the order of 30% of the hard limits set in the law.

If the Commerce view prevails then the maximum imports of Russian LEU destined for delivery to US Nuclear utilities and Centrus, that can be granted by waivers, will be circa 30% lower than was expected.


Neither DOE nor Commerce wish to deny waivers needed to ensure that US allied partners get the reactor fuel they've already ordered for delivery into the US to fulfill contracts with US nuclear fuel assembly fabrication plants.
