This is nothing but a future approval for the oxide plant "location".
SK Govt. wants it and the buyers of this product want it as well.
30kms from Sangdong mine proper is ideal, but there are other sites in the country that can be used for this plant.
I am sure they do not want this plant to go offshore to Spain or Portugal.
Its all about keeping things in the country.and as one said later, it is just a formality of buisness.
