RE:RE:RE:Dozer guywidrig, you have a much better seat at the information table than the rest of us, but it would be interesting to ask if tie backs were required when building this HLP.
In most construction on sloped environments retention tie backs are installed to prevent slope shift, and those evironments are not generally under continuous wet conditions like this one is.
The premise of loose wet material piled sky high on a steep slope to support heavy equipment at the crest of that slope is an interesting one, and surely the engineers accounted for slip circle failures especially given the saturated base.
