Theralase Technologies Inc. is a Canada-based clinical-stage pharmaceutical company. The Company is engaged in the research and development of light activated compounds and their associated drug formulations. The Company operates through two divisions: Anti-Cancer Therapy (ACT) and Cool Laser Therapy (CLT). The technology has been used off-label for healing numerous nerve, muscle and joint conditions. The Company develops products both internally and using the assistance of specialist external resources.

I think it is certainly do-able. All you need would be a research facility or teaching hospital in a working partnership. Let them deal with the local approvals in that country. Perhaps share the rights to marketing the final product in their country. Or Theralase could sell their patents outright along with the marketing rights for cash and let the partnering Hospital or Research facility earn their revenue from the treatments.
