AMLO approved no open pit concessions during his whole six year term 2018 til 1 Oct 2024. This was his unwritten policy in Feb of this year he put it on paper as his objectives. There has been no legislated open pit ban even now (you say years) it is the policy of one many to simply not approve of concessions.
expropriation is the MORENA objective (in my mind) they talk all about internationalism but really drool over being label as an expropriater of imperial wealth. This method, while intellectually stimulating, is not very economical or socially prudent.
I don't know, no one knows what the silent Claudia will do. I predict some kinda delay til 2025 to distance herself from AMLO. I do believe she wants expropriation, but I believe that her logical brain will chose internationalism.

so my prediction IS predicated on her making the right choice for Mexico. Revenue and internationalism over expropriation.
