We've been talking on this board about a 3-part process for over 2 years.  The approval of the elaborate was Part 1, the approval of the Explitation Fied is Part 3, the right the exploit the resource (i.e. the Mining License) is Part 3. There's no guessing here....

The main task remaining to get to hinv the Mining License in hand is to develop the Mine Design and the Environmental Impact Assessment. (and there's many more minor others)  
1- From the Youtube pres:

BONE is in vetting potential engineering firms to complete the Mine Design blueprints and that should take about 12 months to complete ONCE BONE has selected a company.

2- From the last NR:

"While a summary of the EIA accompanies the submission for Approval for the Exploitation Field, the full EIA is not required for submission until 2025".
