In case you didn't notice Trump was in power from 2016 to 2020
Biden has been in power from 2020 to now.. thus the chart proves my point.. 

Yes covid was instrumental as well.. but that was along with the price war OPEC had started and got out of control when covid hit. 

By the way the "fracking" is what the shale plays used to increase production so rapidly.. so ya it was the shale producers that over produced in the end.. 

A perfect storm some would call it.. drill baby drill didn't help the matter, which is the crux of  my point.. :-/
