That said, he makes it his sport to come here and taunt everyone whenever the stock drops 2 cents.

As for the recent weakness in the shares, and with a small name like Quarterhill, there's no telling what's driving this (at least if viewed from the outside).
Could be just one or two sizeable shareholders who need to raise cash. Major expenditure somewhere else, margin call situation, etc.
Or it could be there's a problem on the inside and some quasi-inside info is leaking out in the form of selling pressure.
No way for us to know (pre-Q2-release).

One value metric worth noting, I think. We're now, again, at a point where Rekor has a significantly higher market cap than Quarterhill.
That, I would propose, is just crazy. Rekor's sales are less than 30% of Quarterhill's and their losses are massively bigger.
Looks to me like opportunity. But others are free to interpret it as they see fit.
