The numbers come from the same place but they are two distinct numbers as you are not accounting for the time element!
The Consolidated IROC report is the aggregate or total shares short at a given period ie every 2 weeks and it is measured against the prior 2 - week period....
The TMX number you are reading include those left uncovered. This volume is always greater for if there is buyers but no shares available for sale at a point in time dealer, market makers traders etc might short simply for day trades or market liquidity. You will notice on the TMX reports it always give time to cover. Let us say I am a day trader and there is a buyer for X company with 1 million shares out. I take the sale and sell 150K shares then cover 4 hours later. I have essentially shorted 15% of the company but on the day end or 2 week end report there will show no shorts outstanding.........
Two distinct numbers used for different reasons!
