RE:RE:RE:RE:Water It is definitely difficult to follow. If Strasser is negotiating with the City seems odd if the agreement is indeed in place.
Both parties may have agreed to cancel the agreement? Don't know.
If GRB doesn't have any money to buy the rights then perhaps Strasser is proactively looking for interested parties. Don't know. 
If Strasser never received his nonrefundable deposit for the rights then I'd imagine that voids the agreement. Don't know. 
More wait and see.
