Eight years ago in Los Angeles, the LADWP rolled 96 million black plastic balls (for 34.5 million) into one of their basins to stop evaporation and to preserve water quality:
 
 
The LA Department of Water and Power also offers several rebates to consumers and businesses to conserve water. There, you can upgrade your toilet or your clothes washer and get a rebate. Simple as that.
 
Sadly, I couldn't find similar pages on the TCCWD website. Maybe they spend too much on legal and too little on engineering?
 
 
It's probably good that the TCCWD makes us all aware of the local water supply problems because problems can eventually be solved.
