RE:RE:RE:RE:RE:RE:RE:RE:PetrusLead   bank   at   IPO    is   the    Business   Development  Bank   --- a government  agency   ---not   a traditional   bank .   Keep   in   mind   one   or   more   directors   at   IPO    represent   institutional  holders   holding   more   than   10%   of   the shares  .   However  said   institutions  can   avoid   " insider status   "    even    owning   more   than  10%    should   they    make   a   blanket   filing   that they  are   passive   investors    who   will  never   seek     a     " control   position "    .   This  applies  to  all   institutions    who   choose   to   make    such     a    "passive"    shareholder   filing
