DJ Final Rates Critical to Canadian Telecom Regulatory Changes -- Market Talk

1116 ET - Regulators have decided that Canadian telecoms will have to open up their fiber-optic networks to smaller broadband providers and Scotiabank's Maher Yaghi says that what will determine if these is positive or negative is what new rates will be applied. In a note, the analyst says that the current rates don't make it profitable to resell fiber, "so this entire [regulatory] review will depend on the rates that will be set late this year with final rates to follow." He says that if they are set below C$60, this could lead to negative consequences for fiber providers, Telus and BCE. "Quebecor will benefit from this decision, while Rogers is the least impacted by this decision," he notes. (adriano.marchese@wsj.com)
