IS EXEMPT FOR 5 YEARS AND RATE WILL BE SET AT THE END OF CALENDAR YEAR 2024 AND BE FAIR.

OK, fairness in the eyes of the beholder, however the CRTC is really cognizant of the previous mass firing and significant capital reduction expenditures, which in hindsignt was a good move for the telecoms which should moderate the process for the telecoms.
