Here is a link to a summary of EBRD's Serbian investments from recent years.  They have invested over 9 billion euros in Serbia in recent history to 355 project. There is a big emphasis on green energy of course.  Considering they coughed up millions to build a ton of new gas stations on another projects they don't seem too fussy.
We should be applying for grants and/or loans from these guys.  Seems like a no-brainer considering the Green angle, and the critical status for need of boron by the EU.  Just pay some consultant that knows the ins and outs of this money grab.
Seems like the Canadian government would be all over investing in green projects too.  Did we ask the embassedor to fast track a loan with some Canadian entity.

Anyway, I'm sure we have funding secured for the future and it's not an issue.  Oh wait, we don't!!  Let's get this sown up and we then have security.  Your PP's are killing us.
