Woulfe’s properties are located in Gangwon Province, Republic of Korea. The Woulfe's operations relate primarily to the exploration, evaluation and development of the Sangdong Project.

What is being said think of it in the context of a checklist as the sentence starts of with "they conducted an extensive review of the progress made":

1) was the site cleared?
2) did they construct the site handle 100 year extreme weather events?
3) is the underground communication installed and tested?
4) is the processing plant under construction? (yup...done)

On a related note, the USGS wouldn't be there unless Sangdong was near production as they will be updating the science of Sangdong resources to the world.
