I believe Oats to be a decent person and unfortunately he place his trust in charlatans. gagnon is the type of person who would lie to his own mother if he could make a buck out of it.
Knowing right from the beginning that Oats is trustful and decent, gagnon took full advantage of that to ensure his pay day continues.
