Thanks it all makes sense.
Re insiders buying it looks like CFO purchased  4 times, if this is correct, then it is incredible.  Let's pray no one buys Aecon anytime soon! Share price is way to cheap to bake in premium. 
Managment should avoid potential discussions till price moves to at least $35 and then entertain bids!
