I see it similarly. First the two conferences have to conclude. Then the fuel buyers go to their boards and talk about the fuel situation. They may just try to wait it out for more cheap supply. Where ever that exists?? Which it probably doesn't.. 
  Or they see that they have been drawing down inventories and see that they will need fuel in a couple of years. They see the tightening in the market so they buy now to front run the higher prices???
  Both of these statements are possible, only time will reveal the one that is correct.
   However there is a recent quote floating around from Per Jander.. He is the person that finds pounds for sput and others when they need a bit extra. 

He has said" the utilities should be concerned " In the past he has always said there were pounds here and there .
 He has always been very conservative and reserved with his statements.
