interest rates going down might help small caps?In doing some searching on the small cap bear market  and on the TSX.V small cap bear market ehere seems to be a thought that this might ease the funding situation that was caused by the rate increases. VM is only 1 of a large number of companies suffering but that does not ease the frustration so many people feel. As another poster said on a stock i have that there are bargains to be had rtght now and if you can pick the ones that will survive and are good then you just might get big gains.
Do your own research as I am not going to do it for you and make up your own mind as to what is taking place. Remenber that this is just a BS opinion board as most likely none of us are professional analysts qualified to give advice. Any opinions(pro/con) on this are welcome. 

Bashers do not properly  research(imo) ,they just bash.
