Hecla bought two large ore bodies that did not have permits-and still do not have permits:

1. Rock Creek from Revett Mines in 2015

2. Libby Exploration Project from Mines Management in 2016

Permitting can be political and is a process that miners are completely aware of and work towards resolving.
Large miners such as Hecla (100 + years in operation) can wait for the permits while other projects go ahead.

Securing large ore bodies is the name of the game.
