My Two Cents
I'm thinking at this point that nothing is going to be announced until late this year or early next year. Libya's NOC does not plan for any licencing rounds until late 2024 or early 2025. We have known this since the last Libya Energy and Economic Summit held last January. The next summit is scheduled for 18-19 January 2025.                  ( https://libyasummit.com/ ). 
They have high hopes of increasing production and attracting foreign investment. Seems like there are many hurdles to overcome in the meantime. 
I share in the frustration of "nothing" for all these years. Lets hope that RA has something new to report at the AGM.
