The Quebec government couldn't compete with these agencies which is why they had to make policies to try and kill the business model. So far, it's only socialist Quebec and there are no indications that the rest of the provinces will follow suit. It's also not clear that what the Quebec government is trying to do is going to work in the long run. Remember that politicians come and go and get replaced with new ones.
