The material he's talking about is "tritium." It's a heavy isotope of hydrogen with 3 neutrons in the atomic nucleus. It is used as fuel in proposed toroidal magnetic containment fusion reactors. The idea is that you fuse deuterium, an isotope of hydrogen with 2 neutrons in the atomic nucleus, with the tritium to produce a helium atom, a free neutron, and a bunch of energy that can be turned into electricity.

Tritium is usually only produced by solar and cosmic ray bombardment. The Earth's strong magnetic field keeps these cosmic rays from reaching the surface so extremely little naturally occurring tritium on Earth. The moon would have more because there's no atmosphere or magnetic field and there is some water ice where the hydrogen atoms can capture neutrons from the cosmic rays.

Tritium has a half life of just over 12 years, so it can't really be stockpiled indefinitely.

Interesting to note, what little tritium there is on earth comes as a byproduct of the Canadian designed CANDU nuclear fission reactors, but they only produce about 100 grams per year.
