" Ultimately, water rights prices are determined by the seller and there is little or no room for negotiation, although the Company has received advice from an experienced third party that the minimum value of additional water rights, if available for purchase, would be between US$25,000 to US$30,000 per acre-foot. "

When multiple sales of water rights have been a fraction of that. I have to wonder just who is that "experienced third party"?
