Just a guess but seems more likely IMHO 

Insiders in the industry are confused about who is to blame for what's holding up everything.  They can't agree which party will actually move on it. Maybe if you are such a knowledgeable investor come to benzinga and rub shoulders with Simon.  Or atleast someone in the know
