There are a bunch of people that trade odd lots all day long. Your allowed to trade them out of the market, so they buy a bunch of odd lots at a discount, make it into lots them sell them at market. It's kind of like an odd lot arbitrage.

I don't think this has anything to do with the sib oddlots but I didn't read it. If it said they take all odd lots even over the 4% maybe someone is stuffing friends and family accounts with odd lots to tender.
